CT Nuclear Power Plant Agreement

On 9/18/19 the Connecticut Public Utilities Regulatory Authority (PURA) approved an agreement between Dominion Energy and both electric utilities operating within CT; Eversource and United Illuminating (UI). Dominion Energy is the owner of the Millstone Nuclear Facility and the agreement requires that both Eversource and UI purchase roughly 50% of Millstone’s output for the next 10 years, beginning this year.  CT Governor Ned Lamont was quoted saying “had this contract not gone forward, the facility (Millstone) would be in danger of closing down which would have increased greenhouse gas emissions by 25% across the New England region.” This is a stepping stone in the right direction for Connecticut’s renewable energy goals, as the State aims to transition to 100% clean energy by 2040.

The agreement will likely come at a cost to all end-users in CT. The costs will be seen on the delivery side of the bill as an increase in rate from both Eversource and United Illuminating to help subsidize the more expensive nuclear facility relative to available and less expensive generation sources such as natural gas.
